Problems removing usage rights from a PDF form

I use Acrobat Extended Pro 9.0 to enable usage rights on my fillable PDF forms. When I have to make edits to those forms, I am not able to remove those rights - even though I "Save a Copy" and try to edit the copy. What do you think is going on?

The RemoveUsageRights function in Quick PDF Library can be used to remove usage rights from PDF files.
